The Ur's Treatise on Shadow Magic is a quest item, that needs to be retrieved the Tower of Ilgalar in Redridge, which is located in the eastern part of the zone at 79, 47.6 at the behest of High Sorcerer Andromath.

This quest is only available to mages in Classic. It requires you to go top of the tower and get the book which is on the bookshelf opposite the boss. It is important that you do not have to kill the boss, which is a bit difficult, since this item doesn't drop from him.
