The Sticky-Fingered Skeletal Hand is a special item that can be acquired in Torghast. It is used to open Rune Locked Vault, located inside Torghast, as well as other combination- or puzzle-locked chests without the player needing to solve the puzzle.
The item itself can be bought from Ve'nari in The Maw for the price of 210 Stygia. However, first you have to be at least Tentative with him, and as such you need to first complete some weekly quests, kill rares or do some events.
