Hillman's Cloak is created using a leatherworking recipe learned at 150 skill points. It is also an objective of a quest – Bartolo's Yeti Fur Cloak, in Hillsbrad Foothills, that requires the player to give one Cloak to the quest giver, to receive the Yeti Fur Cloak.
Because of that the item is reported to be a quite good item to try and produce in order to sell it on the Auction House, since many players buy it to complete the quest, although, it depends on the population of the realm.
