This horde-only weapon was obtainable from War Supply Chests in PvP contested zones.

However, at the moment the Notorious Aspirant's Greatsword can't be obtained normally, but it's possible to get its Transmog, with Arsenal: Notorious Aspirant's Weapons, which can be bought for 80 Marks of Honor from Xander Silberman in Zuldazar.
