This item is acquired from the Irradiated Box of Assorted Parts, which is a reward for completing the Reclamation Rig event on Hard Mode.

The hard mode is activated using the Supercollider from Toys for Destruction, which then has to be used by the player on all the irradiated elementals.

The Blueprint: Rustbolt Requisitions can be then turned-in to Pascal-K1N6 to teach him how to craft Rustbolt Requisitions using Junkyard Tinkering.
