This item can be bought from Nat Pagle in either of two locations: Krasarang Wilds, if you are exalted with the Anglers; or from Nat in your Garrison if you are Best Friends with him.

It is important to note that this item was sent via mail to anyone who was over level 100 and owned either of the following mounts Reins of the Azure Water Strider or Reins of the Crimson Water Strider before patch 8.2 went live. Furthermore, the item is BoA, so you can buy as many as you want and send them to your alts.
